22. Unfunded and Under-Funded Mandates

Unfunded mandates and under-funded mandates are unacceptable. The State of Texas must fully fund, at a minimum, the following additional costs to local governments provided to all legal residents:
a) Indigent criminal defense
b) Inmate healthcare in jails
c) Indigent burials and autopsies
d) Veteran services offices
